How to obtain a TDR of an Encroached property

Hello everyone, I would like to know that how can I get TDR of my land (city Nagpur) Which is fully Encroached as a slum since 20 years ! I have each & every ownership document of My property,including 7/12 Extract & property Card registered in my Name. I don't have any possession! The area of My land is 23000 square feet! I've heard that I can surrender my property an obtain a TDR of Zone B against My property from the State Government! Can anyone help ?

The matter could be verified with the Municipal Corporation.

I am also having such land admeasuring 20000 sq feet I am ready to pay consultantation fees or any other charges for it
