How to change the dob

As per my birth certificate the DOB is 17/04/1990 and my SSLC certificate is 17/04/1989 due to which I cant apply for the passpost. Is there any possibility that i can change my DOB.

Bharth ji you need to make affiadavit for change of birth year before the competent authority.
