How do i take possession of mhada plot

Hello All, I have purchased a MHADA plot from the owner 20 years ago. I have the registered stamp duty and all other documents. Now i need Possession from MHADA. I have taken a Power of attorney from the owner and registered in the registrar's office. The problem is the offiials say that we need the owner for possession . But the owner is not in India now and is unwilling to travel as he has already provided Power of Attorney. Kindly guide me how to proceed further, i am in deep trouble regarding this and will really appreciate your advice.

What are the Powers deligated to you in the Power of attorney? What registered Documents are available with you? and vide what kind of document/deed previous land holder/plot holder transfered his plot in favour of you? and what kind of obstacles are you facing for possession of the said plot? why MHADA Officers needed previous owner for possession? Whether MHADA has given their consent in your purchase deed?
