Housing Societies

I am living in a housing complex in Chennai consisting of 11 flats. Housing society/association has not yet been formed even after 20 years of occupation since owners are not co-operating. Unofficially one tenant collects monthly fee and does bare minimum maintenance. Some tenants/owners refuse to pay even this amount. So a couple of tenants contribute some amount , meet the maintenance costs such as common water & electricity, repair bills while others enjoy these facilities without contributing any money.

How to tackle this problem?

This problem cannot be solved until the formation of the society.  Some body has to take lead.

Better late than never.Formation of society is not a problem.Convene a meeting of the flat owners and form the society.Then you can enforce the tenents to follow the guidelines.
