Hotel bill tx- is thsi acceptable

i had dined at a  2-3 star restaurant in chennai ..and found the below on the below

VAT  %
SERVICE TAX %
SERVICE CHARGE %
VAT ON SERVICE TAX %
VAT ON SERVICE CHARGE %

is the last 2 below acceptable..if not, what is the ideal way to complain n the malpractices by these hotels..should i just send a copy of this bill to the commercial and exise tax dept as a complaint
