Gpa validation fees

Sir...please let me know validation fees of GPA If it is sent from abroad..to a relative in india to sell a property in India Property selling price as per govt value is 21,08,000

Where is the property situated? because of the stamp duty varies from one State to another State. Generally, it will be at 5% on the Market value of the property. If the relative is blood related i.e mother, father, brother, sister etc. is less than 5% i.e a minimum charges.
