Gpa holder can sell immovable property or not ??

Dear All,

If any one have GPA ( General power of attorny) of immovable property, now he want to sell his immovable property, can he sell or not ??  He has no registery of the property because of currently registry are closed , but property owner is ready to transfer the property to new buyer onece registrey open.  

if he can he can sell the property then what are the documentaion required ??

Can buyer buy this property on sale agreement with spefic conditions..??

Then how to buy that immovable property as per legal compliance.

The sale deed that shall vest title/ownership shall not be registered hence how can you buy?
