Flat construction

I have made one agreement of flat in 2013 but in the year 2017 builder form one committe with other flat owner with out my consent to complete the remaiming part of the flat whre I have not put my signature.It is worth to mentioned here that there is no such clause in the agreement . On FEB2019 , builder has given registration and with one clase that I will complete the flat from the the remaining balance of payment . Power and water to be taken from the existing set up. Committe person is allowing for power and water connection .They are telling that all the flat owner including committe has cut the power connection. I dont have contact address and number of all the committe member and flat onwer Please let me advice how Can File one Civil/criminal suit so that court will stopped the construction of whole flat
