Final settlement not paid

My final settlement is not paid from my
previous organization even after 90 days of my last working day.
The HR and finance has no idea and CEO has been saying it will be processed in 2 weeks for more than a month now.
How can I send notice to them?
And what next can I do if notice is not answered.

Well I've moved to another job already,but they owe me final settlement of nearly 1 lakh. Thanks for your response,but I'm looking more of legal advice or con the lines of contacting labour department.
