File police complaint if party asks you to withdraw the case

For any kind of case currently pending in court. If the party asks/harasses/pleads to another party to "withdraw" (not settlement) the case, can the other party file FIR in police station immediately if he has call recordings or witness who saw that?

Yes, you can file a police case. If the police does not act, you can file complaint before the magistrate having jurisdiction?
