Whether an offence committed by a government department under the provisions of the Enviornment Protection Act becomes punishable? If yes, who can be prosecuted and punished?

Dear Gopal Babu,

Your question is not clear. However the  person ,who has commited the offence is liable , if no name of particular person is found then head of the institution is liable for punishement .
