One can seek any public document on record under RTI.  You can identify such property and seek a set of all such documents through certified copies from filing an application to receiving approvals.

Remember that a citizen has a right to seek any information and it is PIO that has to specify such exemption under Sec. 8 (1) and deny information with such justification, once again giving an opportunity of the first appeal to the same public authority and finally to Information commission.

There is no bar to seek any information and an applicant while seeking information need not worry of denial, and can go for the first appeal with valid grounds.
