Distinction between ad hoc and officiating

Respected Sirs, Could you please state the distinction between ad hoc and officiating appointment in Government service? Can these words be used as same and interchangeably?

Though the words ‘ pay for officiating appointment/promotion’ are mentioned in FRSR, guidelines/instructions regulating such appointment are not made in other CCS rules/FRSR. In spite of this, some persons are given appointment/promotion on officiating basis for which rules/provisions to be based are not available. At the same time, the manners in which the officiating service is treated are almost same as ad hoc appointment in our state(Mizoram). As for ad hoc appointment, sufficient regulations/instructions are made available by DOPT whereas the same are not in the case of officiation.

Ad hoc is an arrangement created for the purpose of carrying out subject issue temporarily until there arrived a permanent solution to the issue.  Officiating is carrying out the task in the absence and on behalf  of the designated person.

As far as an officiating appointment arrangement is concerned, it depends on the exigencies of the service atmosphere and conditions and the rules for officiating appointment will be in the service rules and regulations itself.
