Deviation issue

Dear Sir,

This is regarding a flat we own in HAL 2nd stage. The apartment was built, registered in 2005 and has 14 flats, 3 floors. The sanctioned plan is for 12,884 Sqr feet and constructed complex runs to around 19,000 sqr feet. However I am told that given the laws of 2005-2006 what is considered by BDA for calculating deviation is against constructable sqr feet of around 9500 sqr feet and hence I am told that our complex has a deviation of more than 50% and cannot be legalized with sakrama. Can someone help me confirm wih how the percentage of deviation is calculated and what are the costs for regurazation?
