Deputation to lower post

There is proposal for an employee in a Central Autonomous Body to be posted in a Central Government Ministry on deputation basis, but to a lower post. Can anyone please tell, whether the person can go on deputation to a lower post.

Thank you Sir. The details are as follows:

An officer, of a Central Autonomous body (which follows all rules as in the Central Government), who was a few months ago promoted to the post carrying pay in PB2 - GP 5400 has been offered a job in a Central Government Ministry to join them on deputation basis on a post carrying pay in PB2 - GP 4800. 

As per DoPT OM  6/8/2009-Estt (Pay-II) dated 17.06.2010, a person in a higher grade pay/ scale of pay shall not be appointed on deputation to a post in lower grade/ scale of pay.

Whereas, as per Ministry of Finance OM No.1/1/2008-IC dated 13.09.2008 it is clarified how to fix the pay if a Govt Servant goes on deputation to a post carrying a lower grade of pay.

We shall be grateful if a clarification is given on this. Thanks again.

DOPT forbids such deputation so it is irralevent as to how the pay of such deputationinst is to be fixed.
