Declining promotion after option is given

Sir/Ma'am, I am working as Head Postmaster, Guntakal. Recently I have been promoted to Grade-III cadre which doesnot have financial benefits. The recruitment rule say that once the option is given, cannot deny the promotion. I have been given postings to a far off place though I stand first in the AP circle seniority list deliberately by the concerned officer. As my parents are aged and spouse is working in Kurnool District, my son is 11 years old, I want to deny the promotion as I have been given postings to a far off place. In what way can I project the declining of promotion or can challenge the postings as I stand first in AP circle. All others have been given postings in the same region except me.
