Cpc order 1 rule 10

A case for recovery of possession of property after death of statutory tenant under Delhi Rent Act has been going on for 7 years. Evidence and cross of both sides is complete. We the plaintiffs tendered our arguments but the respondent did not and the suit waqs reserved for judgement. Subsequently the P.O.was transferred and the case came up again for arguments. 

The respondents married sisters who were not living in the premises have filed application U/O 1 Rule 10 Sec 151 of CPC to be included as respondents.

Can they do so at this late stage Are they prevented by  Rule 13 of Order 1 or any other law.  What is the law of limitation on this. The rule 13 talks of settlement of issues. Is settlement of issues same as framing of issues. What is the difference. 

Please guide me on this
