Conversion to CNG denied

An employee has received interest-free (petrol-driven) car loan for official purpose 4 years back when CNG was not easily available. Now that it is easily available the employee requested for conversion to CNG fromPetrol. The Employers refused. Can an Employer refuse. Can someone cite a some Environment law or Case or GR or rule of Centrol Pollution Board to this effect.

Yes SIr, The Car is in my name. I am a Agency Manager on the Pay-roll of  an Insurance Company. The car-loan is provided Interest-free and hence it is hypothecated in the name of my employer. After the loan is paid I will be th sole owner of the car.
