Consumer protection and Farmer

A farmer purchases seeds from a dealer, but later, (after sowing) he finds that the seeds were diffective and of bad quality. can he approach the consumer's forum?

i want to know, whether Agriculture is treated as a "Commercial Activity" for the purpose of consumer protection Act. because under s.2 (c) vi (d), the definition of 'consumer' doesn't include a person who uses the goods for resale or commercial purposes. since the agriculturist is going to use his products for commercial reasons, does that exclude him from the definition

The Seeds are purchased for his own use to raise corp in his land to get yield and the entre activity of former is for his livelyhood , I think it is not commercial activity , Consumer case can be filed.

The farmer is definitely a consumer and he has every right to file consumer complaint.
