Construction of extra room on terrace in builder flat in ghaziabad

is it legal or permitted to construct extra rooms on the terrace with roof rights using bricks and steel on A builder flat measuring 350 meter in ghaziabad . The building is up to second floor. And also how much terrace space can be covered .
