Common path - fencing

We own a house in Trichy.Our house is 63 feet from the road.The breadth of the front area is around 9 feet.Out of that 4.5 feet is totally our land and the other half is common path (which is for us as well).

There are row houses at the back of our house(6 houses).They all use the common path as their passage.

One of my neighbour who is adjacent to our compund now has purchased 3 houses from our compound.

He has now kept iron rods in the area separating the common path and our own.He claims that he has kept so that 4 wheelers do not enter the compound. However his intention is to prevent us from using the common path.

Queries:

1. We are re-constructing our house and he is trying to create nuisance by splitting the area and preventing our movement. Can we remove the rods as he has no right to place such things in common path and disturb our movement.

2.He may in future totally block the path as well.What should we do about it? Already we have a caveat on him.

3.Moreover , he is using one of the houses he has purchased in the row house as his parking area for his office employees. They are working in another compound.As this common path is only for our compound,can we block them from entering our common path? If so, what is the procedure.
