Circular/ law for destruction of foreign liquor bottles in chandigarh

Hi, Can you please let me know if there is any law/ excise department circular in Chandigarh which requires the dealers of IMFL (Indian Made Foreign Liquor) and Foreign liquor's empty bottles to be destroyed before sale to scrap vendors? I found a similar circular on google for Mumbai but unable to find for Chandigarh. It would be great help if you can share the circular / law applicable to Chandigarh. Thank you in advance!!
