Caste issue in appointment

Sir/Madam,

A Fair Price Shop dealer was appointed under ST Category earlier in 1987 and has expired in the year 2011. Later His daughter has been appointed as the dealer on compassionate grounds and at the time of her appointment, the said women has submitted her Caste Certificate as "BC" in the year 2014. The question here is that it is not clear that the then Officials have verified the caste certificate submitted by the Father or not.  Another dealer is challenging the appointment of the daughter under compassionate grounds, as she claimed her caste to be BC and in support of this, she has submitted the bonafide caste certificate issued by the concerned officials.  Can the Officials cancel the dealership of the daughter or can be allowed to continue as the dealer.
