Can tennat open any business in hired property?

Hi,

We are in between of a Civil case filed in Agra Lower Court. As per Law Rent Control Act does not apply on it.(Rent rs. 10000 per month)

As per agreement signed (at stamp paper of rs. 100), tenant can run only his leather factory. However hired property is currently vacant and Tenant is doing nothing in it and have just put lock.   

Can Tenant do any other work or can start any other business in it? However it was clearly written on agreement that he can open only leather factory.

Please help me on this.

if as per the agreement the premises was leased for exclusively running a leather factory, then your tenant cannot put a lock and retain possession. grounds for eviction or termination of lease are made out
