Can partially finished gated community come under RERA act?

I live in a small gated community with around 100 handed over flats. As of July 2019, the builder is still constructing 100 more houses which are expected to be handed over in next 12 to 18 months. While purchasing the flat, the builder promised to give club house along with the handed over flats. It has been nearly 23 months, still we did not receive any club house. But, we have paid the club house membership fee too. Despite of several requests and discussions with builder, all were in vain and builder kept passing times taking silly excuses. Our flat was hand ed over after 1-1-2017, but not sure how we could not find our society under RERA purview. We need guidance how we can proceed legally against the builder with RERA rules and clauses?

Just adding one more fact to the above....
one block which was not even started and which finished now was given occupancy certificate in 2016. Is such thing legal?
