Can a quashed fir be reopened ..pls help

Around 30 years back My family owned a Land, which was given to developer on the Power of Attorney (POA) to develop. The developer paid us compensation excluding the deduction for road / green belt , margins ( Municipal Deduction). In 2013 we got to know that the developer had received a parcel of Land from the Municipality for deduction. He had attained this land through the POA given to him. the POA was given by 5 family members of which 2 have passed away. After lot of efforts we were able to register FIR against the developer. Than the developer Convinced my family for Compensation and made us Quash the FIR in High court. Even after 1.5 years there has been no compensation. Further we found out that the Sign of one of the deceased member was forged, we even got the Forensic Report for the same. However the Police is not registering FIR, as the same was quashed earlier. What can be done in this case? Please help
