Awaiting lcr

Why does it take the LCR, also called lower (trial) court record, a long time to arrive in the appellate court? I see that it's taking sometime years to summon the record in some cases  even though the trial and appellate courts are in the building. Can any practising lawyer or a retired judge explain this?

unless you take personal interest the record will not come to the section. in some cases The Appellant /Defendant may try to drag on the matter to gain time. you have to visit the record section personally to traceout the record and to send the same to the section.
