Whether there is any necessary to attest/ authenticate the educational certificates in India. If a person does not go to foriegn country for job/studies. what is the use if the certificates got attested but not moving to any foreign country.

I do not think there is any compulsion for registration within the country but during migration from one university to another it may require.
