I recently got to know that sometimes Govt. Lands are assigned to Ex-servicemen ( Jawan or Soldier) in Andhra Pradesh even when the service is less than 5 years. What are the rules for assigning lands to Ex-servicemen when thier service is less than 5 years old? Does the Collector or RDO have power to grant such assignments under special considerations?

The relevant welfare schemes and the governing rules by the respective state government shall differ from one state to another. You can have the guidelines known from the district collector's office.
