Allowing liquor sale in municipal areas

Supreme Court in the matter of arrive safe society of Chandigarh versus union territory of Chandigarh and Punjab has held that the previous order of liquor ban does not apply to or prohibit license establishment within municipal areas. However it is silent as regards visibility as directed in its first order. Do any one have idea how the order is to be understood as regards visibility since some national highway falls within the municipal areas Please suggest
