Allocation of office space for officers in central govt. job

Dear Experts,

I am a Direct Recruits and working at Ministry of Home Affairs (Central Government) at Pay Level 12 (old Grade Pay: Rs. 7600/-). As per the norms, The seniority of direct recruit is in the order of merit in which they are selected for appointment on the recommendations of UPSC or other selecting authority.

As per the Ministry of Urban Development, Directorate of Estates OM No. 11015/1/98-Pol.I dated 16th March 2017, Officers drawing Grade Pay Rs. 7600 are entitled to 240 Sq. Ft. (22 Sq. Mt.).  (Copy of OM attached)

I request you to kindly provide guidance on the norms of Allocation of Office Space (Cubicles/ Rooms) for about 100 officers joined in same batch & at same Grade in my office through a common process of direct recruitment. Whether the office cucbicles/ rooms should be allocated based on the:

  1. Date of Joining or
  2. Date of Birth or
  3. Seniority (which is based on merit) or
  4. Personnel Division can take their own descrition on any one method indicated above
