Ad valorem of immovable property

In partition of a immovalbe property the court fees is ad-valorem. Kindly explain is it the market value (Present value of the property both the circle rates and black portion)? So, for e.g. if the current market value of the property is 1.50 crores & if any body  who is not a co-owner wants it`s share as 1/10th portion. He has to pay Rs.15 Lacs as court fees. Is the calulation is correct? or he has to pay the fees on the property value mentioned on the document (say a gift deed registered 3 years back).

Please clarify...............

The courts fee will always calculates on Market value of the property. But court fee will be calculated as per the circumstances of the cases. Court fee is on the basis of relationship of the partition of the property.
