Under the following conditions whether the acts amount to Contract? 1. Educational Institutions conducting Examinations nd students appearing for the examinations. 2. Public Service conducting Examinations for recruitment to govt services and eligible candidates appearing for the said examinations.

dear sir,
the said acts do not fall under the ambit of contracts.
the second case is just an invitation to contract and not a concluded contract in certain cases. apart from that its a sovereign function which is imposed on the public authorities under the constitution.
