About noc certificate

now i am working on forest guard from 2/08/2017. i qualified for rrb ntpc-15. my doc verification is on 19/09/2017. in doc verf NOC is required but my department will not give.so what we have to do

Did you inform the establishment and seep approval, NOC?

Has the establishment replied in writing?
