Non compliance of amenities as promised by the builder

Six months ago I purchased a flat in pune,near Wakad.The housing project is supposed to consist of 2 buildings.The building wherein I purchased the flat was completed first and the purchasers occupied the flats.The builder could not complete the construction of the second building due to infringement of Blue/Redline(there is a river very near to our building)The second building infringes on the blue line,hence PCMC which had first given permission later on withdrew it.
The builder is stuck up with the municipal and govr. authorities with the dispute.He has not obtained the OC as yet as the project is stuck up.The builder has built 2 floors of the 2nd building and the work is stopped.The builder is not ready to provide the amenities as he promised us in the brochour.He says that he has no money as he has lost money due to no permission from the PCMC to build the 2nd building.
I want to know what are our legal options?Should we approach the consumer court to get justice?We have not formed the society as yet but are in the process of doing it.Please advise.

Written statement

In partition suit defendant 1 to 3 filed combined written statement and denied all the contents of suit later on defendat 2 and 3 changed their advocate and filed additional w.s.and admits the claim of plaintiff.whether the additional w.s. of defendant is legal and admissable in evidence.

can a downloaded judgement from indiankanoon.org or other sites be submitted in a trial court and wether it is admissible in court and what should be the process of submitting such judgements in court?

Hi,
I recently got married. I was wondering if it is legally mandatory for me to change my name and take my name. If i chose not to change my name what legal complication can raise ?

I would like to retain the name i was born with for all legal & professional aspects.

Section ni 138..notice

I have sent NI notice to X, later he committed to pay the amt.. later denied it... time frame passed for filing legal case.

I have redeposited that chq and again sent the legal notice of NI 138.

their adv has replied i cannot send NI notice twice... pl help how to get out of this and file the case.

Negotiable instruments act 138 (a)

I served a registered notice under section 138 (a) of N.I.Act. I do not know whether my registered notice delivered to the addressee or not. As I have not received the acknowledgment card and haven't got the registered notice returned. That's why I filed a complaint before the postal authorities. They replied on 15/12/2011 that the registered notice was delivered to the addressee on 15/11/2011. In the above mentioned circumstances can I have the time to file the complaint. If, yes please furnish citations to be quoted.
