In housing society how to bring a no confidence against chairman? Who will be meeting leader? Can chairman adjourn the meeting.?. What is the procedure?

350 members are in our society. Some of them have illegal construction. Society has send notices to them with cc to police station and corporation.
one of this member has to take loan on his flat. he has lost the share certificate. now.
can a chairman alone can sign NOC? what process has to followed to issue him the Share certificate? affidavit with notary or to be registered. or indemnity bond is necessary?

mr A has two sons x & y, both married. A died in 2000. house was named to mrs A . mrs A died 2007. till hr death house was on smt A s name. now A s son x died(2008). actuly after death of mrs A house shold be on name of both on X & Y. now x died. his wife remarried on 2009. can she claim that my clam on house is valid as it is get created before my remrriage.
