Sir
Few months back I have asked query regarding one of my friend who is working in a university persuaded the higher studies
through distance mode from the same university with out the permission of higher authorities thinking that pursuing the higher studies through the distance education from the parental university is not required permission. when the same has been sent to the Personal dept they refused to update the same stating that prior permission has not taken.
However my friend has asked the apology for the procedural lapse and requested for postfacto approval for the admission and the degree awarded by the university.
But the university officials has turned down the request and asked for the explaination for not taking the prior permission.
Plaese guide what to do and what to write as expalaination.

Sir,
One of my friends working in University has persuaded the higher studies from the same university under distance education scheme. but unfortunately not taken the permission from hiher authorities assuming that persuading the higher studied from the parental university will not required permission moreover it will not affect the work atmosphere.Now the personal dept of the university refusing to enter the higher qualification in Serive record stating that prior permission has not taken.Please help in this matter.

It is well known that Pyramid schemes,chain referral.binary compensation,matrix marketing schemes are
frauds and duping lakhs together people in
India.Is any law to curb them?If not why
there is no strict laws regarding in India.For Ex:-Quest net company is in the
news in Karnataka for the same.

Last week I asked the Query regarding the
my friend issue persuading the higher education through the distance education from parental university with out obtaining
the Permission of higher authorities. Some of the expert said that permission is must
for persuading the higher education even it is distance education. I just want to know is there any Government order which
mention requirement of permission even for
higher education through distance mode.
Further my friend who ranked 1st in the DPC list has been not called for the interview for the promotion for higher posts. only lower ranked candidates were called over telephone and interview was held at Head Quarter. After 2-3 days when my friend got the information from the other sources and called the concerned department they told that as your higher qualification has not considered by the authorities hence you are not eligible for the post.
But my question is
1.When they prepared the DPC seniority list how they prepared the list depending on the existing qualification for the prescribed post.
2.when the Promotion notification was published they have not mentioned any educational qualification required for the post. they just mentioned the experience in particular cadre which was clearly fulfilled by my friend.
Please advice and give clear picture
of DPC promotions.
