I GAVE AN APPLICATION UNDER RTI A OFFICE. THEY REPLIED ME THAT AS YOU HAVE ASKED INFORMATION IN THE FORM OF QUESTION , SO IT CAN NOT BE GIVEN. IS IT SO ?

Canteen Stores Department head quartered at Mumbai is a solely owned govt of India enterprise. It is headed by a serving major general of the Army. His designation is General Manager Canteen Stores Department.He is supported by several Joint General Mangers.
Nitin R Rai is the Asst General Manager (Legal) who is the designated Public Information Officer.
My question is whether can any one else be appointed as the First Appellate Authority other than the Head of that department , in the instant case the General Manager of CSD?
If yes under what clause? Can the General Manager evade his responsibility when the case is argued in presence of a IC in CIC hearing the second Appeal against denial of information?

Dear Sir,
Kindly let me know if there is any govt. officer giving wrong information under RTI Act then what we can do.
I have recieved such wrong information from Assistant Police Commisioner of UP ( Dist- Siddharth Nagar).
I want to do complaint against this officers.
Pls. advice me.

I have been complaining to RBI regarding wrongdoings of some banks but the RBI is not responding properly.
Can I request High Court or Supreme Court thru Writ Petition to order the RBI to take action against the banks as per respective laws and regulations? How?

sir the documents which are obtained from police station are Public Documents or not?
I obtained the following two documents from police station.
a. General Diary Entry
b. Complaint Copy.
sir the above two comes under Public Document or not?
sir i came to know that the contents of public documents need not be proved. is it correct?

Sir,
i am permenant employee of State bank of india, working in coimbatore i need leave for 6 months from may to october for 6 months for upsc exam (IAS IPS), my service conditions entittled me for study leave of 6 months for any examination purpose. if my leave apllication rejectted by my higher authority where should i approach to get remedy or if there is any chance of me be punished by the bank if i take remedial measures.

Right to information act
I have filed an application to PIO for seeking some information but no information was supplied in statutory period. Than i filed first appeal to appellate authority but again no reply was given.Than i moved for second appeal to SIC. State information commission has sent me letter for appearance before Deputy Commissioner(1st appellate authority), on that day deputy commissioner sent a letter to concerned PIO to supply the required information. But till now no information was given to me after a period of 1 month.
now what should i do now:
1. can i file appeal to CIC?
2. should i go to SIC agian or High Court?
