My question: Is there any limitation period for offences under the Juvenile Justice Act in India( akin to section 468 CrPC)? For example, if a person committed an offence when he was 13 years old: can he be tried for that if the offence comes to light when he is 50 years old?

Hello. My mother had applied for pension after the passing of my father, and had submitted all the documents at the concerned office. (It was complicated as my father had not mentioned my mother's name in his pension file, and so my mother had to give them proof of their marriage, etc.) Now the office is saying that they have misplaced/lost the file. Hello. I had a few questions related to RTI second appeal:
1) While filing second appeal before Central Information Commission , should I address my appeal to Central Information Commissioner using his name or should I just address it to Central Information Commission?
2) After mentioning the facts of the case leading to the second appeal, should I request the CIC to furnish the information himself or should I ask him to direct the PIO to provide the information sought in the RTI application filed by me?

Regarding second appeal under RTI Act, section 19(3) states that a second appeal against the decision under sub‑section (1) shall lie within ninety days from the date on which the decision should have been made or was actually received, with the Central Information Commission or the State Information Commission.
How shall I know if I should file the second appeal before the Central Information Commission or before the State Information Commission?

Mandamus for public road construction.
Hello.
The public road connecting our plot of land is in such a bad situation, due to heavy trucks plying over it, that it's risky and very difficult to drive one's car over it during the rainy season. After contacting the local authorities to ask for proper construction of the road, they replied that the money they have for works is not sanctioned for road construction at the moment. What legal remedy do we have for that? Can we file a Mandamus petition before the High Court to get the road constructed? Thanks in advance.
