Hown long your case is pending? Speedy disposal of case can not be obtained as a matter of right. However if there is a merit one can file application u/A 226 or 227 of the Constitution of India.

one can approach the high court under Art 226 and 227 of our constitution, subject to the certain and definite valid conditions....

better option to first file an application u/s 21B of HMA before the trial court and if the trial court doesn't agree then go to high court.
