Can a central government employee submit an expression of interest for a PR in a foreign country without resigning? If the Expression of Interest is approved, can he/she resign then before applying for visa?

A government servant needs to obtain NOC for obtaining passport itself.
No Objection Certificate (NOC) is issued in the format of 'Annexure-M' by the Controlling /Administrative Authority of the employee working under them for obtaining Passport by any Government Servants, PSU / Autonomous body employees.
Besides, mere obtaining the NOC for passport does not authorise an individual to proceed abroad. He/She is required to obtain required to obtain specific NOC prior to proceeding abroad.
Therefore under this circumstances without obtaining NOC you may not be eligible for applying for PR

I'm clear about the fact that before applying for visa abroad, a government servant needs to resign. But even before application, there's a process of verifying one's eligibility for application. In that one can get their documents assessed and express an interest to the foreign government for visa. If the Expression of Interest is selected, only then there's a possibility of applying a PR . I'm talking about a specific Visa application for an Indian working professional. The confusion is due to the fact that the person is a working government employee.

where from such enlightenment came. In case you are better informed then share the relevant rules so that this forum could also be enlightened.

Now coming to truth.

Govt servant is not at all required to resign. All that he needs is to seek permission of his employer in writing before applying for VISA. In fact such permission is required even for entering a foreign embassy/ high commission.

There is absolutely no scope for confusion in this regard.
