As per MCS new bye laws allowed society to transfer same flat/shop two or more time in a year???

What is earlier rule / Bye-laws and revised one, it has to be perused before forming an opinion and oblige.

No. You cannot transfer the flat more than one time in one year. There is no new bye-law changing the law.
