To my knowledge, there is cause for a criminal action. You have the option for a civil action.
T. Kalaiselvan, Advocate Online (Expert) 29 June 2021
The cattle and dung menace is no doubt a nuisance for which you may have to approach local civic body to direct the dairy owners to regulate the cattle in order to maintain the area dung free.
You can even submit a complaint with the NGT officer about this menace.
Order of the National Green Tribunal in the matter of Resident Welfare Association (Regd.) Vs. Deputy Commissioner, MCD (South – West) dated 29/01/2016 regarding cow dung nuisance in Najafgarh Zone, South Delhi Municipal Corporation, Delhi.

The Application stands disposed off following the undertaking given by Dr. Hemant Kaushik, Dy. Director, Veterinary Services Deptt., Najafgarh Zone, South Delhi Municipal Corporation who assured the Tribunal that all the cow dung and municipal solid waste, would be removed and the site would be kept absolutely clean so that there is no environmental degradation and adverse impacts on human health.
