Construction of terrace in ground+1 room in a chawl

I live in bhadran nagar, malad west, mumbai. Can I construct a terrace in my ground+1 room in a chawl. It's a paagdi system chawl. will I get permission from BMC? If yes, which department's person shall I have to meet?

It depends whether you get permission or not as it depends upon various factors. You need to meet municipal authorities in this regard.

Besides Municipal authorities to sanction you the approval for additional construction, you may have to get NOC from the landlord also.
Pagdi is similar to renting system that is prevalant everywhere in the world. A house is said to be on Pagdi when it has a landlord and a tenant, just like the usual renting. The differentiating factor is that the tenant becomes a part owner of the house (not land). And the tenant can also sell the house.
Thus the tenant can apply for approval of construction of additional floor as suggested.

Agree with the expert. For any addition / alteration / structural change you have to get written permission from landlord and approval from Municipality.
