Stay on the construction of a flyover

Pls advice that on what grouds can a stay from the high court be taken on the construction of a 'T' shaped flyover.

Where is the flyover being constructed?
Presumably the flyover is proposed to be constructed for public utility, isn't it ?
What is your concern/ locus standie?
It is advisable to consult a local prudent lawyer for better appreciation of facts/documents, guidance and proceeding.
