Do i need to pay court fee?

You have to pay Court fees as per local Court Fee Act.

Dear Mr. Nikhil,
Court fees applicable has to be paid initially. If court fees is not paid suit will be dismissed before admission , however court have discretion to allow to file suit with deficit court fees only in certain matters.

1. In order obtain the relief of injunction "nominal" court fees (valuation @ Rs. 130/- each) but certainly NOT ad-velorum, is applicable in Delhi, which is a State subject and may differ from State to State .
2. The Courts can not grant the relief of "change of title" through an injunction. Your statement is vauge.
It would be advisable to consult a local prudent lawyer with relevant documents for better appreciation of facts, guidance and proceeding.

In the light of the limited information you have posted, the better option would be to file a Writ Petition against the authorities concerned.
