Outline and write down the aim, object, purpose, place and other finer details of NGO and seek professional services of a local prudent lawyer.

Every State has its own rules for this purpose. Better to avail the services of any local CA dealing with such issues or go to the office of registrar of firms and societies and then prepare documents accordingly.
