Charging rates as per commercial rates for federation office

Respected Sir / Madam,
We have a Federation Office consisting of 25 individual societies in one complex. We are giving Federation office space (Hall & Rooms) to the residents of the complex for welfare activities like drawing classes, Dance Classes and any family functions of the residents by charging minimum fees to maintain the Federation Office.
This is a 30 years old society and since beginning this practice is going on. Since last two month the Maharashtra State Electricity Distribution Co. Ltd has raised the bill with COMMERCIAL RATES for the electricity bills stating that above said activities are falls under the commercial activities. But actually this federation office is meant for the welfare of the residents of the complex.
The undersigned seek your expert opinion whether the commercial rates charged by the MSEDC are correct or wrong. If it is not correct then to whom should we approach for the justice.

Since you are earning from the property the electricity supplier has rightly observed/ billed.
If you have adequate evidence to prove that the activities are for the welfare of members/residents, you may raise the objection after making payments of the bill.
Consult a local prudent lawyer for proper analyses, guidance and proceedings.
