Redevelopment of cessed building

(Querist) 12 April 2018 This query is : Resolved 
Dear Sir,

If the landlord(s) of a cessed building (which is more than 80 years old and located in Mumbai) is/are lessees, can the tenants of the building go about redeveloping the property by approaching the Corporation?

I would appreciate your thoughts, views and opinions in this regard.

It depends on (1) who owns the plot of land, Municipality, State Government or Central Government? :
Under any circumstances the lessee has to be made a party. The tenants cannot redevelop the property on their own without permission from the lessee and the plot owner subject to the terms of the lease.
