Its like another sale only but between blood line relatives and she can ask any price for her share no ceiling/rules
Ms.Usha Kapoor (Expert) 30 March 2018
SINCE IT IS BETWEEN BLOOD RELATIONS SHE MAY ASK ANY PRICE. THERE ARE NO FIXED RULES.

Nothing wrong, if she asks for market price for her share, as she has the right to ask for partition of the property or the price for the same.
Vijay Raj Mahajan (Expert) 30 March 2018
The share in the property if has to be registered through sale deed the circle rate prevalent should be paid for record purpose. In most cases the circle rate is lower the market rate, check that with sub-registrar or tehsil office of the district. Other than this issue there no bar for amount of payment made to blood relative for immovable property being purchased.

Yes, she is entitled to seek price at her discretion. As far as registration of the conveyance is concerned, norms prevailing in some States charge only lesser Stamp duty for gift, partition and settlement among blood relatives.

Your father cannot put pressure on her to sell the property at his price.
She has liberty to sell it at the rate she may desire and decide.
This is a local problem which do not require legal opinion.
